In all of these abominations there have been quislings who bow at the altar of a false peace and a false symbol of justice. Those who mislead people in this way are as guilty of the genocides just the same as the direct perpetrators.

MEXICO CITY, Feb 26 2015 (IPS) - Carlos Trujillo refuses to give up, after years of tirelessly searching hospitals, morgues, prisons, cemeteries and clandestine graves in Mexico, looking for his four missing brothers.

The local shopkeeper has left no stone unturned and no clue unfollowed since his brothers Jesús, Raúl, Luís and Gustavo Trujillo vanished – the first two on Aug. 28, 2008 in the southern state of Guerrero and the last two on Sep. 22, 2010 on a highway that joins the southern states of Puebla and Veracruz.

“The case has gone nowhere; four agents were assigned to it, but there’s still nothing concrete, so I’m forging ahead and I won’t stop until I find them,” Trujillo told IPS.

On Feb. 18, Trujillo and other relatives of “desaparecidos” or victims of enforced disappearance founded the group Familiares en Búsqueda María Herrera – named after his mother – as part of the growing efforts by tormented family members to secure institutional support for the investigations they themselves carry out.

“We want to create a network of organisations of victims’ families,” the activist explained. “One of the priorities is to strengthen links and networking, to ensure clarity in the search process, and to share tools. The aim is for the families themselves to carry the investigations forward.”

The group is investigating the disappearance of 18 people. Prior to the creation of the organisation, some of the members found six people alive, in the last two years.

With determination and courage, the family members visit morgues, police stations, prisons, courtrooms, cemeteries and mass graves, trying to find their lost loved ones, or at least some clue that could lead them in the right direction.

The group grew out of the Movement for Peace with Justice and Dignity, which in 2011 brought together the families of victims of the wave of violence in Mexico, and held peace caravans throughout the country and even parts of the United States, where the movement protested that country’s anti-drug policy.

Enforced disappearance became a widespread phenomenon since the government of conservative Felipe Calderón (2006-2012) declared the “war on drug trafficking.” His successor, the conservative Enrique Peña Nieto, has not resolved the problem, which has become one of the worst tragedies in Latin America’s recent history.

But the phenomenon has only drawn international attention since the disappearance of 43 students of the Ayotzinapa rural teachers’ college, which exposed a cocktail of complicity and corruption between the police and the mayor of the town of Iguala and a violent drug cartel operating in Guerrero.

Thursday marks the five month anniversary of their disappearance.

The families have not stopped their indefatigable search for the students, even though the attorney general’s office announced a month ago that they were killed by the organised crime group “Guerreros Unidos” and their bodies were burnt.

The humanitarian crisis prompted the United Nations Committee on Enforced Disappearances to demand on Feb. 13 that Mexico pass specific laws to combat the problem, create a registry of victims, carry out proper investigations, and provide justice and reparations to the victims’ families.

Mexico’s office on human rights, crime prevention and community service has reported that in this country of 120 million people, 23,271 people went missing between 2007 and October 2014. However, the office does not specifically indicate how many of these people were victims of enforced disappearance, as opposed to simply missing. Human rights organisations put the figure at 22,600 for that period.

Most enforced disappearances are blamed on drug cartels, which dispute smuggling routes to the lucrative U.S. market, in some cases with the participation of corrupt local or national police. The victims are mainly men from different socioeconomic strata, between the ages of 20 and 36.

“Each one of us started with our own particular case,” Diana García, whose son was disappeared, told IPS. “We didn’t understand what disappearance was; we had to learn. We didn’t know we had a right to demand things. The search started off with problems, no one knew how to work collectively, and we gradually came up with how to do things.”

Her son, Daniel Cantú, disappeared on Feb. 21, 2007 in the city of Ramos Arizpe in the northern state of Coahuila.

García, who has two other children and belongs to the group Fuerzas Unidas por Nuestros Desaparecidos en Coahuila, is convinced that only by working together can people exert enough pressure on the government to get it to search for their missing loved ones.

With the support of the Centro Diocesano para los Derechos Humanos Fray Juan de Larios, a church-based human rights organisation, a group of family members of victims came together and founded Fuerzas Unidas in 2009, which is searching for a total of 344 people.

The organisation successfully advocated the creation of a new local law on the declaration of absence of persons due to disappearance, in effect since May 2014, as well as the classification of enforced disappearance as a specific crime in the state of Coahuila.

Other groups have emerged, such as Ciencia Forense Ciudadana (Citizen Forensic Science), founded in September to create a forensic and DNA database.

“The initiative is aimed at a massive identification drive,” one of the founders of the organisation, Sara López, told IPS. “To do this we need a registry of victims of disappearance, a genetic database, and a databank for what has been found in clandestine graves.”

The project plans to cover 450 families affected by enforced disappearance and to reach 1,500 DNA samples. So far it has gathered 550, and it has representatives – victims’ relatives – in 10 of the country’s 33 states.

On Feb. 16, Ciencia Forense identified the remains of Brenda González, who went missing on Jul. 31, 2011 in Santa Catarina, in the northern state of Nuevo León, with the support of an independent forensic investigation carried out by the Peruvian Forensic Anthropology Team.

“With the organisation that we just created, we will also try to provide a broad assessment of the question of enforced disappearances,” Trujillo said.

Human rights organisations say that until the case of the missing Ayotzinapa rural teachers’ college students erupted, the authorities did very little to combat the phenomenon, and failed to adopt measures to comply withsentences handed down by the Inter-American Court on Human Rights.

The plight of the families is described in the song “Desaparecido” by French-Spanish singer-songwriter Manu Chao, dedicated to the thousands of victims of enforced disappearance in Latin America and their families: “I carry in my body a pain that doesn’t let me breathe, I carry in my body a doom that forces me to keep moving.”

And their lives are put on hold while they visit registries, fill out paperwork, lobby, take innumerable risks, and rack up expenses as they search for their loved ones and other desaparecidos.

“For now, I’m not interested in justice or reparations,” said García. “What I want is to know the truth, what happened, where he is. I’m looking for him alive but I know that in the context we’re living in there may be a different outcome. It’ll probably take me many years and I am desperate, but I continue the struggle.”

Her organisation, Fuerzas Unidas, drew up a plan that includes the analysis of crime maps, a genetic registry, awareness-raising campaigns, and proposed measures to hold those responsible for botched investigations accountable.

“The families are more familiar with the situation than anyone else, they know what has to be done. The problem is that we are overwhelmed by the magnitude of the phenomenon in Mexico,” said López.

It is a timeless indictment of False Imprisonment and Torture by Medical and any other authority and person and persons for any reason, especially political suppression of peoples.

Where you find political suppression, you will always find religious suppression with it. Archbishop Romero of El Salvador was assassinated for his profession of Jesus Christ and stance against persecution of the faith and oppression of the poor people by neo-fascist United States sponsored (read Heinz [a.k.a. Henry] Kissinger's Operation Condor and related Vatican Ratlines, Granta, ODESSA, Nazi/Neo-Nazi South American CIA insurgencies and murder) paramilitary right-wing groups and the government. Saint Romero did not then align himself with the Marxists, instead, he aligned himself with Jesus Christ and His kingdom as he had always done.

The Horrifying American Roots of Nazi Eugenics

Hitler and his henchmen victimized an entire continent and exterminated millions in his quest for a co-called "Master Race."

But the concept of a white, blond-haired, blue-eyed master Nordic race didn't originate with Hitler. The idea was created in the United States, and cultivated in California, decades before Hitler came to power. California eugenicists played an important, although little known, role in the American eugenics movement's campaign for ethnic cleansing.

Eugenics was the racist pseudoscience determined to wipe away all human beings deemed "unfit," preserving only those who conformed to a Nordic stereotype. Elements of the philosophy were enshrined as national policy by forced sterilization and segregation laws, as well as marriage restrictions, enacted in twenty-seven states. In 1909, California became the third state to adopt such laws. Ultimately, eugenics practitioners coercively sterilized some 60,000 Americans, barred the marriage of thousands, forcibly segregated thousands in "colonies," and persecuted untold numbers in ways we are just learning. Before World War II, nearly half of coercive sterilizations were done in California, and even after the war, the state accounted for a third of all such surgeries.

California was considered an epicenter of the American eugenics movement. During the Twentieth Century's first decades, California's eugenicists included potent but little known race scientists, such as Army venereal disease specialist Dr. Paul Popenoe, citrus magnate and Polytechnic benefactor Paul Gosney, Sacramento banker Charles M. Goethe, as well as members of the California State Board of Charities and Corrections and the University of California Board of Regents.

Eugenics would have been so much bizarre parlor talk had it not been for extensive financing by corporate philanthropies, specifically the Carnegie Institution, the Rockefeller Foundation and the Harriman railroad fortune. They were all in league with some of America's most respected scientists hailing from such prestigious universities as Stamford, Yale, Harvard, and Princeton. These academicians espoused race theory and race science, and then faked and twisted data to serve eugenics' racist aims.

Stanford president David Starr Jordan originated the notion of "race and blood" in his 1902 racial epistle "Blood of a Nation," in which the university scholar declared that human qualities and conditions such as talent and poverty were passed through the blood.

In 1904, the Carnegie Institution established a laboratory complex at Cold Spring Harbor on Long Island that stockpiled millions of index cards on ordinary Americans, as researchers carefully plotted the removal of families, bloodlines and whole peoples. From Cold Spring Harbor, eugenics advocates agitated in the legislatures of America, as well as the nation's social service agencies and associations.

The Harriman railroad fortune paid local charities, such as the New York Bureau of Industries and Immigration, to seek out Jewish, Italian and other immigrants in New York and other crowded cities and subject them to deportation, trumped up confinement or forced sterilization.

The Rockefeller Foundation helped found the German eugenics program and even funded the program that Josef Mengele worked in before he went to Auschwitz.

Much of the spiritual guidance and political agitation for the American eugenics movement came from California's quasi-autonomous eugenic societies, such as the Pasadena-based Human Betterment Foundation and the California branch of the American Eugenics Society, which coordinated much of their activity with the Eugenics Research Society in Long Island. These organizations--which functioned as part of a closely-knit network--published racist eugenic newsletters and pseudoscientific journals, such as Eugenical News and Eugenics, and propagandized for the Nazis.

Eugenics was born as a scientific curiosity in the Victorian age. In 1863, Sir Francis Galton, a cousin of Charles Darwin, theorized that if talented people only married other talented people, the result would be measurably better offspring. At the turn of the last century, Galton's ideas were imported into the United States just as Gregor Mendel's principles of heredity were rediscovered. American eugenic advocates believed with religious fervor that the same Mendelian concepts determining the color and size of peas, corn and cattle also governed the social and intellectual character of man.

In an America demographically reeling from immigration upheaval and torn by post-Reconstruction chaos, race conflict was everywhere in the early twentieth century. Elitists, utopians and so-called "progressives" fused their smoldering race fears and class bias with their desire to make a better world. They reinvented Galton's eugenics into a repressive and racist ideology. The intent: populate the earth with vastly more of their own socio-economic and biological kind--and less or none of everyone else.

The superior species the eugenics movement sought was populated not merely by tall, strong, talented people. Eugenicists craved blond, blue-eyed Nordic types. This group alone, they believed, was fit to inherit the earth. In the process, the movement intended to subtract emancipated Negroes, immigrant Asian laborers, Indians, Hispanics, East Europeans, Jews, dark-haired hill folk, poor people, the infirm and really anyone classified outside the gentrified genetic lines drawn up by American raceologists.

How? By identifying so-called "defective" family trees and subjecting them to lifelong segregation and sterilization programs to kill their bloodlines. The grand plan was to literally wipe away the reproductive capability of those deemed weak and inferior--the so-called "unfit." The eugenicists hoped to neutralize the viability of 10 percent of the population at a sweep, until none were left except themselves.

Eighteen solutions were explored in a Carnegie-supported 1911 "Preliminary Report of the Committee of the Eugenic Section of the American Breeder's Association to Study and to Report on the Best Practical Means for Cutting Off the Defective Germ-Plasm in the Human Population." Point eight was euthanasia.

The most commonly suggested method of eugenicide in America was a "lethal chamber" or public locally operated gas chambers. In 1918, Popenoe, the Army venereal disease specialist during World War I, co-wrote the widely used textbook, Applied Eugenics, which argued, "From an historical point of view, the first method which presents itself is execution… Its value in keeping up the standard of the race should not be underestimated." Applied Eugenics also devoted a chapter to "Lethal Selection," which operated "through the destruction of the individual by some adverse feature of the environment, such as excessive cold, or bacteria, or by bodily deficiency."

Eugenic breeders believed American society was not ready to implement an organized lethal solution. But many mental institutions and doctors practiced improvised medical lethality and passive euthanasia on their own. One institution in Lincoln, Illinois fed its incoming patients milk from tubercular cows believing a eugenically strong individual would be immune. Thirty to forty percent annual death rates resulted at Lincoln. Some doctors practiced passive eugenicide one newborn infant at a time. Others doctors at mental institutions engaged in lethal neglect.

Nonetheless, with eugenicide marginalized, the main solution for eugenicists was the rapid expansion of forced segregation and sterilization, as well as more marriage restrictions. California led the nation, performing nearly all sterilization procedures with little or no due process. In its first twenty-five years of eugenic legislation, California sterilized 9,782 individuals, mostly women. Many were classified as "bad girls," diagnosed as "passionate," "oversexed" or "sexually wayward." At Sonoma, some women were sterilized because of what was deemed an abnormally large clitoris or labia.

In 1933 alone, at least 1,278 coercive sterilizations were performed, 700 of which were on women. The state's two leading sterilization mills in 1933 were Sonoma State Home with 388 operations and Patton State Hospital with 363 operations. Other sterilization centers included Agnews, Mendocino, Napa, Norwalk, Stockton and Pacific Colony state hospitals.

Even the United States Supreme Court endorsed aspects of eugenics. In its infamous 1927 decision, Supreme Court Justice Oliver Wendell Holmes wrote, "It is better for all the world, if instead of waiting to execute degenerate offspring for crime, or to let them starve for their imbecility, society can prevent those who are manifestly unfit from continuing their kind…. Three generations of imbeciles are enough." This decision opened the floodgates for thousands to be coercively sterilized or otherwise persecuted as subhuman. Years later, the Nazis at the Nuremberg trials quoted Holmes's words in their own defense.

Only after eugenics became entrenched in the United States was the campaign transplanted into Germany, in no small measure through the efforts of California eugenicists, who published booklets idealizing sterilization and circulated them to German official and scientists.

Hitler studied American eugenics laws. He tried to legitimize his anti-Semitism by medicalizing it, and wrapping it in the more palatable pseudoscientific facade of eugenics. Hitler was able to recruit more followers among reasonable Germans by claiming that science was on his side. While Hitler's race hatred sprung from his own mind, the intellectual outlines of the eugenics Hitler adopted in 1924 were made in America.

During the '20s, Carnegie Institution eugenic scientists cultivated deep personal and professional relationships with Germany's fascist eugenicists. In Mein Kampf, published in 1924, Hitler quoted American eugenic ideology and openly displayed a thorough knowledge of American eugenics. "There is today one state," wrote Hitler, "in which at least weak beginnings toward a better conception [of immigration] are noticeable. Of course, it is not our model German Republic, but the United States."

Hitler proudly told his comrades just how closely he followed the progress of the American eugenics movement. "I have studied with great interest," he told a fellow Nazi, "the laws of several American states concerning prevention of reproduction by people whose progeny would, in all probability, be of no value or be injurious to the racial stock."

Hitler even wrote a fan letter to American eugenic leader Madison Grant calling his race-based eugenics book, The Passing of the Great Race his "bible."

Hitler's struggle for a superior race would be a mad crusade for a Master Race. Now, the American term "Nordic" was freely exchanged with "Germanic" or "Aryan." Race science, racial purity and racial dominance became the driving force behind Hitler's Nazism. Nazi eugenics would ultimately dictate who would be persecuted in a Reich-dominated Europe, how people would live, and how they would die. Nazi doctors would become the unseen generals in Hitler's war against the Jews and other Europeans deemed inferior. Doctors would create the science, devise the eugenic formulas, and even hand-select the victims for sterilization, euthanasia and mass extermination.

During the Reich's early years, eugenicists across America welcomed Hitler's plans as the logical fulfillment of their own decades of research and effort. California eugenicists republished Nazi propaganda for American consumption. They also arranged for Nazi scientific exhibits, such as an August 1934 display at the L.A. County Museum, for the annual meeting of the American Public Health Association.

In 1934, as Germany's sterilizations were accelerating beyond 5,000 per month, the California eugenics leader C. M. Goethe upon returning from Germany ebulliently bragged to a key colleague, "You will be interested to know, that your work has played a powerful part in shaping the opinions of the group of intellectuals who are behind Hitler in this epoch-making program. Everywhere I sensed that their opinions have been tremendously stimulated by American thought.…I want you, my dear friend, to carry this thought with you for the rest of your life, that you have really jolted into action a great government of 60 million people."

That same year, ten years, after Virginia passed its sterilization act, Joseph DeJarnette, superintendent of Virginia's Western State Hospital, observed in the Richmond Times-Dispatch, "The Germans are beating us at our own game."

More than just providing the scientific roadmap, America funded Germany's eugenic institutions. By 1926, Rockefeller had donated some $410,000 -- almost $4 million in 21st-Century money -- to hundreds of German researchers. In May 1926, Rockefeller awarded $250,000 to the German Psychiatric Institute of the Kaiser Wilhelm Institute, later to become the Kaiser Wilhelm Institute for Psychiatry. Among the leading psychiatrists at the German Psychiatric Institute was Ernst Rüdin, who became director and eventually an architect of Hitler's systematic medical repression.

Another in the Kaiser Wilhelm Institute's eugenic complex of institutions was the Institute for Brain Research. Since 1915, it had operated out of a single room. Everything changed when Rockefeller money arrived in 1929. A grant of $317,000 allowed the Institute to construct a major building and take center stage in German race biology. The Institute received additional grants from the Rockefeller Foundation during the next several years. Leading the Institute, once again, was Hitler's medical henchman Ernst Rüdin. Rüdin's organization became a prime director and recipient of the murderous experimentation and research conducted on Jews, Gypsies and others.

Beginning in 1940, thousands of Germans taken from old age homes, mental institutions and other custodial facilities were systematically gassed. Between 50,000 and 100,000 were eventually killed.

Leon Whitney, executive secretary of the American Eugenics Society declared of Nazism, "While we were pussy-footing around…the Germans were calling a spade a spade."

A special recipient of Rockefeller funding was the Kaiser Wilhelm Institute for Anthropology, Human Heredity and Eugenics in Berlin. For decades, American eugenicists had craved twins to advance their research into heredity. The Institute was now prepared to undertake such research on an unprecedented level. On May 13, 1932, the Rockefeller Foundation in New York dispatched a radiogram to its Paris office: JUNE MEETING EXECUTIVE COMMITTEE NINE THOUSAND DOLLARS OVER THREE YEAR PERIOD TO KWG INSTITUTE ANTHROPOLOGY FOR RESEARCH ON TWINS AND EFFECTS ON LATER GENERATIONS OF SUBSTANCES TOXIC FOR GERM PLASM.

At the time of Rockefeller's endowment, Otmar Freiherr von Verschuer, a hero in American eugenics circles, functioned as a head of the Institute for Anthropology, Human Heredity and Eugenics. Rockefeller funding of that Institute continued both directly and through other research conduits during Verschuer's early tenure. In 1935, Verschuer left the Institute to form a rival eugenics facility in Frankfurt that was much heralded in the American eugenic press. Research on twins in the Third Reich exploded, backed up by government decrees. Verschuer wrote in Der Erbarzt, a eugenic doctor's journal he edited, that Germany's war would yield a "total solution to the Jewish problem."

Verschuer had a long-time assistant. His name was Josef Mengele. On May 30, 1943, Mengele arrived at Auschwitz. Verschuer notified the German Research Society, "My assistant, Dr. Josef Mengele (M.D., Ph.D.) joined me in this branch of research. He is presently employed as Hauptsturmführer [captain] and camp physician in the Auschwitz concentration camp. Anthropological testing of the most diverse racial groups in this concentration camp is being carried out with permission of the SS Reichsführer [Himmler]."

Mengele began searching the boxcar arrivals for twins. When he found them, he performed beastly experiments, scrupulously wrote up the reports and sent the paperwork back to Verschuer's institute for evaluation. Often, cadavers, eyes and other body parts were also dispatched to Berlin's eugenic institutes.

Rockefeller executives never knew of Mengele. With few exceptions, the foundation had ceased all eugenic studies in Nazi-occupied Europe before the war erupted in 1939. But by that time the die had been cast. The talented men Rockefeller and Carnegie financed, the institutions they helped found, and the science it helped create took on a scientific momentum of their own.

After the war, eugenics was declared a crime against humanity--an act of genocide. Germans were tried and they cited the California statutes in their defense. To no avail. They were found guilty.

However, Mengele's boss Verschuer escaped prosecution. Verschuer re-established his connections with California eugenicists who had gone underground and renamed their crusade "human genetics." Typical was an exchange July 25, 1946 when Popenoe wrote Verschuer, "It was indeed a pleasure to hear from you again. I have been very anxious about my colleagues in Germany…. I suppose sterilization has been discontinued in Germany?" Popenoe offered tidbits about various American eugenic luminaries and then sent various eugenic publications. In a separate package, Popenoe sent some cocoa, coffee and other goodies.

Verschuer wrote back, "Your very friendly letter of 7/25 gave me a great deal of pleasure and you have my heartfelt thanks for it. The letter builds another bridge between your and my scientific work; I hope that this bridge will never again collapse but rather make possible valuable mutual enrichment and stimulation."

Soon, Verschuer once again became a respected scientist in Germany and around the world. In 1949, he became a corresponding member of the newly formed American Society of Human Genetics, organized by American eugenicists and geneticists.

In the fall of 1950, the University of Münster offered Verschuer a position at its new Institute of Human Genetics, where he later became a dean. In the early and mid-1950s, Verschuer became an honorary member of numerous prestigious societies, including the Italian Society of Genetics, the Anthropological Society of Vienna, and the Japanese Society for Human Genetics.

Human genetics' genocidal roots in eugenics were ignored by a victorious generation that refused to link itself to the crimes of Nazism and by succeeding generations that never knew the truth of the years leading up to war. Now governors of five states, including California have issued public apologies to their citizens, past and present, for sterilization and other abuses spawned by the eugenics movement.

Human genetics became an enlightened endeavor in the late twentieth century. Hard-working, devoted scientists finally cracked the human code through the Human Genome Project. Now, every individual can be biologically identified and classified by trait and ancestry. Yet even now, some leading voices in the genetic world are calling for a cleansing of the unwanted among us, and even a master human species.

There is understandable wariness about more ordinary forms of abuse, for example, in denying insurance or employment based on genetic tests. On October 14, America's first genetic anti-discrimination legislation passed the Senate by unanimous vote. Yet because genetics research is global, no single nation's law can stop the threats.

On September 20 2013, Israeli army forces physically attacked Palestinians and international diplomats, who delivered basic aid to the Palestinian population of Khirbet Makhoul in the Jordan Valley. The Khirbet Makhoul was ethnic cleansed by the Israeli colonial occupation and the Palestinians were left without homes.

The zionist “state” of Israel is moving forward with its expansionist practices and ethnic cleansing plans in the Jordan Valley with the aim of eventually cleansing the area from its indigenous Palestinian residents.

Among the diplomats who were brutally attacked was Marion Castaing, a French diplomat. She was dragged out of the truck and forced to the ground with no regard for her diplomatic immunity.

The truck was confiscated and taken by the IDF war criminals to what s-called Israeli district coordination office (DCL), a branch of Israeli ministry of the army which perpetrated the wholesale genocide, ethnic cleansing war crimes and crimes against humanity in the occupied Palestine.

The barbaric attack was occurred in the occupied West Bank at a time when the representatives of the European Union voted in favour of Israeli nuclear and mass destruction weapons at the closing session of the of the IAEA 57th General Conference in Vienna.

The Israeli unjustified demolitions of the Palestinian houses and properties conducted by the Israeli Occupation Army clearly violate the International law rules, conventions and covenants as well as the rules of International Humanitarian Law:

Articles 53 & 147 of the Fourth Geneva Convention indicated that: Extensive destruction and appropriation of property not justified by military necessity and carried out unlawfully and wantonly. Is a grave breach of the Convention

Hague Convention IV (18 October 1907): Convention Respecting the Laws and Customs of War on Land: Article (23): ‘To destroy or seize the enemy’s property, unless such destruction or seizure be imperatively demanded by the necessities of war;’

Article 3 in the Universal Declaration of Human Rights reads that: states that ‘everyone has the right to life, liberty and security of person’.

Article 25 states that ‘(1) Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.’

Also Article XXXI, Oslo II, 1995 provides: “Neither side shall take any step that will change the status of the West Bank and the Gaza Strip”

13.4% of Palestinians Were Victims of Criminal Offenses

Palestinian Central Bureau of Statistics (PCBS) conducted the fifth round of the Victimization Survey of 2012. Data collection was conducted during the fourth quarter of 2012 (04/10/2012 – 31/12/2012).

The main objective of the survey is to monitor key indicators concerning current status of households and individuals subjected to criminal offenses. The survey was based on a questionnaire completed by a random sample of 7,704 households: 5,168 in the West Bank and 2,536 in Gaza Strip.

Criminal Offenses against Households

In the survey, offenses against households were 9.6% of Palestinian households in Palestine: 7.1% in the West Bank and 13.4% in Gaza Strip. The offenses cited in the survey were including: theft, (excluding vehicles) (3.2%), theft of a vehicle or part of it (4.3%), damage to property (0.5%), threats to property (0.3%), and assault on property (0.7%).

In addition, 4.4% of households had been subjected to harassment or assault by Israeli soldiers or settlers.

In general the results showed that crime against households was higher in Gaza Strip than in the West Bank.

Criminal Offenses against Individuals

1.8% of individuals in Palestine had been victims of a criminal offense: 1.4% in the West Bank and 2.3% in Gaza Strip.

Criminal offenses against individuals in Palestine were as follows: 37.8 % theft (43.5%  in the West Bank and 32% in Gaza Strip);  6.2% assaults (8.4% in the West Bank and 3.9% in Gaza Strip); 3.0% damage to property (4.2% in the West Bank and 1.9% in Gaza Strip); and 42.2% of individuals had been harassed or assaulted by Israeli soldiers or settlers (24.8% in the West Bank and 59.7% in Gaza Strip), out of victimized individuals.

49.4% of criminal offenses in Palestine took place inside the home, 19.0% near to the home, 12.8% outside the locality and 17.2% took place elsewhere in the locality. The percentage of criminal offenses occurring inside the home in Gaza Strip was 71.1% compared with 27.6% in the West Bank.  The number of criminal offenses that were taken place outside the locality was low in Gaza Strip at 4.2% compared with 21.2% in the West Bank.

Reported crime by victims of offenses in Palestine increased to 55.8% in 2012 compared to 53.0% in 2008.

The percentage of criminal offenses against individuals causing actual bodily harm was 5.5%; and it was higher in the West Bank at 7.6% compared with 3.3% in Gaza Strip.

The results showed that 20.6% of the criminal offenses against individuals in Palestine caused tangible losses of more than 1000 Jordanian dinars.

SEE * BELOW Al-Nakba Awareness Project is a small Domestic Nonprofit Corporation registered in Oregon. Our purposes are:  (1) education regarding the history of Israel in historic Palestine, and (2) mobilization, advocacy and support for non-violent efforts to bring freedom, justice and equality to the Holy Land.  None of these conditions, which Americans take for granted as bedrocks of democracy, exists there today. We are an entirely volunteer organization with limited resources which we leverage by working in partnership with other local, regional and national organizations and with individual supporters who share our concern for truth leading to justice. Al-Nakba Awareness Project Contributions to defray our expenses and expand our efforts will be deeply appreciated. Our work relies without political compromise upon:   (1) historical truthfulness; (2) adherence by all peoples to universally recognized human rights and the international rule of law;   (3) recognition of the Palestinians as the victims, not the aggressors, in this six-decade conflict, and not co-equal with Israel in responsibility for its origination or continuation; (4) concern for not only the wellbeing but the rights of Palestinians as an abandoned and largely helpless people who have been cruelly victimized, subjected to institutional as well as legal discrimination within both Israel and their territories which Israel illegally occupies, and denied justice, the right of self-determination, protection by the governing power, and an equal voice with other citizens of the world; (5) condemnation of our own country's abuse-enabling support and protection of their occupier and oppressor, and our failure to comply with both international and U.S. law in so doing. Our premise: There is a long history to the Israeli-Palestinian conflict, which has been egregiously distorted by Israel, the Israeli lobby and its nationwide network that heavily influences our government and media, and consequently remains largely unknown to most Americans.    We draw upon a principle identified and demonstrated early in the history of psychology by the "Gestalt" school of perceptual psychology: the solution to a problem is inherent in its component parts once a sufficient number of these are visible.  A puzzle can't be solved with too many missing pieces. Israel has relentlessly concealed key historical pieces of its own formation and development, without which a clear vision cannot emerge that would yield a solution.  We attempt here to identify the essential missing pieces including historical information expunged from the "official story," disregarded international laws, and suppressed voices of reason, realism and justice among Palestinians, non-Zionist and anti-Zionist Jews, and all too few Americans. Without the unwitting and misguided beliefs of most Americans in support of our corrupted leaders, this website and the other efforts of our Al-Nakba Awareness Project would be unnecessary. The central piece denied and evaded by Israel is the Nakba ("catastrophe" in Arabic) of 1948, when Palestinians were ruthlessly attacked, massacred and driven from their homes into refugee camps by Zionist terror groups, and never allowed to return in violation of international law.  This is the deeply flawed foundation upon which Israel was established and upon which its entire subsequent society remains structurally unsteady, morally corrupt, legally culpable, and psychologically damaged.  Israel has inevitably suffered from a "spoiled identity" (a concept of sociologist Erving Goffman) against which it defends by outright lies, hysterical accusations of "anti-Semitism" and other transparent defense mechanisms, and the consequences to its Palestinian victims remain tragic and ruinous. This pathological system has been aided and abetted by the United States, which stands alone in the world as a supporter and defender of Israel. Without understanding this pathological relationship, leading to an alteration in US policies toward Israel, no just or enduring solution will be possible. This conflict is typically framed as a contest between "two sides" or "two narratives" that either blames the Palestinians as "terrorists" or implies a non-existent symmetry: equivalence of violence, blame for the conflict, suffering, legitimacy of claims, and responsibility for finding a solution.   In truth, the Palestinians are an invaded, dispossessed, occupied, brutalized, blockaded, and segregated people who have the right to resist under international law and have steadfastly done so for many decades in largely non-violent ways.  1948 refugee in UNRWA camp 1948 UNRWA refugee camp Separated by barbed wire from their home A fictitious account omitting Israeli lawlessness and ignoring the lonely and rightful Palestinian struggle for justice has been relentlessly recited and perpetuated by the American press and entertainment media under influence of the pro-Israel lobby and social influence network. Our position is derived not from any "narrative" but from the empirical evidence: the abundantly documented history, established doctrines of international law including United Nations resolutions and international court judgments, ordinary morality recognized by civilized peoples, and commitment to the Universal Declaration of Human Rights. Until the Nakba is acknowledged, its crimes addressed and restitution provided, there can be no justice or justice-based peace. Toward the goal of justice, without which enduring peace will remain elusive, this web site is committed. * The key in our logo, many of which are still held by Palestinian refugees expelled in 1948, represents the Palestinians' right to return under international law, and has remained a cherished symbol of their steadfast resistance against dispossession, occupation, and subjugation by the state of Israel.
