The CIA, Contras, Gangs, and Crack

In August 1996, the San Jose Mercury News initiated an extended series of articles linking the CIA's "contra" army to the crack cocaine epidemic in Los Angeles. Based on a year-long investigation, reporter Gary Webb wrote that during the 1980s the CIA helped finance its covert war against Nicaragua's leftist government through sales of cut-rate cocaine to South Central L.A. drug dealer, Ricky Ross. The series unleashed a storm of protest, spearheaded by black radio stations and the congressional Black Caucus, with demands for official inquiries. The Mercury News' Web page, with supporting documents and updates, received hundreds of thousands of "hits" a day.

While much of the CIA-contra-drug story had been revealed years ago in the press and in congressional hearings, the Mercury News series added a crucial missing link: It followed the cocaine trail to Ross and black L.A. gangs who became street-level distributors of crack, a cheap and powerful form of cocaine. The CIA's drug network, wrote Webb, "opened the first pipeline between Colombia's cocaine cartels and the black neighborhoods of Los Angeles, a city now known as the 'crack' capital of the world." Black gangs used their profits to buy automatic weapons, sometimes from one of the CIA-linked drug dealers.

CIA Director John Deutch declared that he found "no connection whatsoever" between the CIA and cocaine traffickers. And major media--the New York Times,Los Angeles Times, and Washington Post--have run long pieces refuting the Mercury News series. They deny that Bay Area-based Nicaraguan drug dealers, Juan Norwin Meneses and Oscar Danilo Blandon, worked for the CIA or contributed "millions in drug profits" to the contras, as Webb contended. They also note that neither Ross nor the gangs were the first or sole distributors of crack in L.A. Webb, however, did not claim this. He wrote that the huge influx of cocaine happened to come at just the time that street-level drug dealers were figuring out how to make cocaine affordable by changing it into crack.

Many in the media have also postulated that any drug-trafficking contras involved were "rogue" elements, not supported by the CIA. But these denials overlook much of the Mercury News' evidence of CIA complicity. For example:

• CIA-supplied contra planes and pilots carried cocaine from Central America to U.S. airports and military bases. In 1985, Drug Enforcement Administration (DEA) agent Celerino Castillo reported to his superiors that cocaine was being stored at the CIA's contra-supply warehouse at Ilopango Air Force Base in El Salvador for shipment to the U.S. The DEA did nothing, and Castillo was gradually forced out of the agency.
• When Danilo Blandón was finally arrested in 1986, he admitted to drug crimes that would have sent others away for life. The Justice Department, however, freed Blandón after only 28 months behind bars and then hired him as a full-time DEA informant, paying him more than $166,000. When Blandón testified in a 1996 trial against Ricky Ross, the Justice Department blocked any inquiry about Blandón's connection to the CIA.
• Although Norwin Meneses is listed in DEA computers as a major international drug smuggler implicated in 45 separate federal investigations since 1974, he lived conspicuously in California until 1989 and was never arrested in the U.S.
• Senate investigators and agents from four organizations all complained that their contra-drug investigations "were hampered," Webb wrote, "by the CIA or unnamed 'national security' interests." In the 1984 "Frogman Case," for instance, the U.S. Attorney in San Francisco returned $36,800 seized from a Nicaraguan drug dealer after two contra leaders sent letters to the court arguing that the cash was intended for the contras. Federal prosecutors ordered the letter and other case evidence sealed for "national security" reasons. When Senate investigators later asked the Justice Department to explain this unusual turn of events, they ran into a wall of secrecy.

History of CIA Involvement in Drug Trafficking

"In my 30­ year history in the Drug Enforcement Administration and related agencies, the major targets of my investigations almost invariably turned out to be working for the CIA." -- Dennis Dayle, former chief of an elite DEA enforcement unit.

The foregoing discussion should not be regarded as any kind of historical aberration inasmuch as the CIA has had a long and virtually continuous involvement with drug trafficking since the end of World War II.

1947 to 1951, FRANCE

According to Alfred W. McCoy in The Politics of Heroin in Southeast Asia, CIA arms, money, and disinformation enabled Corsican criminal syndicates in Marseille to wrestle control of labor unions from the Communist Party. The Corsicans gained political influence and control over the docks - ideal conditions for cementing a long-term partnership with mafia drug distributors, which turned Marseille into the postwar heroin capital of the Western world. Marseille's first heroin laboratones were opened in 1951, only months after the Corsicans took over the waterfront.

EARLY 1950s, SOUTHEAST Asia

The Nationalist Chinese army, organized by the CIA to wage war against Communist China, became the opium barons of The Golden Triangle (parts of Burma, Thailand and Laos), the world's largest source of opium and heroin. Air America, the ClA's principal airline proprietary, flew the drugs all over Southeast Asia. (See Christopher Robbins, Air America, Avon Books, 1985, chapter 9)

1950s to early 1970s, INDOCHINA During U.S. military involvement in Laos and other parts of Indochina, Air America flew opium and heroin throughout the area. Many Gl's in Vietnam became addicts. A laboratory built at CIA headquarters in northern Laos was used to refine heroin. After a decade of American military intervention, Southeast Asia had become the source of 70 percent of the world's illicit opium and the major supplier of raw materials for America's booming heroin market.

1973-80, Australia

The Nugan Hand Bank of Sydney was a CIA bank in all but name. Among its officers were a network of US Generals, admirals and CIA men, including fommer CIA director William Colby, who was also one of its lawyers. With branches in Saudi Arabia, Europe, Southeast Asia, South America and the U.S., Nugan Hand Bank financed drug trafficking, money laundering and international arms dealings. In 1980, amidst several mysterious deaths, the bank collapsed, $50 million in debt. (See Jonathan Kwitny, The crimes of Patriots: A True Tale of Dope, Dirty Money and the CIA, W.W. Norton & Co., 1 987.)

1970s and 1980s, Panama

For more than a decade, Panamanian strongman Manuel Noriega was a highly paid CIA asset and collaborator, despite knowledge by U.S. drug authorities as early as 1971 that the general was heavily involved in drug trafficking and money laundering. Noriega facilitated ‘guns-for-drugs’ flights for the contras, providing protection and pilots, as well as safe havens for drug cartel otficials, and discreet banking facilities. U.S. officials, including then-ClA Director William Webster and several DEA officers, sent Noriega letters of praise for efforts to thwart drug trafficking (albeit only against competitors of his Medellin Cartel patrons). The U.S. government only turned against Noriega, invading Panama in December 1989 and kidnapping the general once they discovered he was providing intelligence and services to the Cubans and Sandinistas. Ironically drug trafficking through Panama increased after theUS invasion. 1980s, Central America

The San Jose mercury News series documents just one thread of the interwoven operations linking the CIA, the contras and the cocaine cartels. Obsessed with overthrowing the leftist Sandinista government in Nicaragua, Reagan administration officials tolerated drug trafficking as long as the traffickers gave support to the contras. In 1989, the Senate Subcommittee on terrorism, Narcotics, and International Operations (the Kerry committee) concluded a three-year investigation by stating:

- There was substantial evidence of drug smuggling through the war zones on the part of individual Contras, Contra suppliers, Contra pilots Mercenaries who worked with the Contras, and Contra supporters throughout the region. U.S. officials involved in Central America failed to address the drug issue for fear of jeopardizing the war efforts against Nicaragua. In each case, one or another agency of the U.S. govemment had intormation regarding the involvement either while it was occurring, or immediately thereafter. Senior U S policy makers were nit immune to the idea that drug money was a perfect solution to the Contras' funding problems. (Drugs, Law Enforcement and Foreign Policy, a Report of the Senate Committee on Foreign Relations, Subcommittee on Terrorism, Narcotics and Intemational Operations, 1989)

In Costa Rica, which served as the Southern Front for the contras (Honduras being the Northern Front), there were several different ClA-contra networks involved in drug trafficking. In addition to those servicing the Meneses-Blandon operation detailed by the Mercury News, and Noriega's operation, there was CIA operative John Hull, whose farms along Costa Rica's border with Nicaragua were the main staging area for the contras. Hull and other ClA-connected contra supporters and pilots teamed up with George Morales, a major Miami-based Colombian drug trafficker who later admitted to giving $3 million in cash and several planes to contra leaders. In 1989, after the Costa Rica government indictedHull for drug trafficking, a DEA-hired plane clandestinely and illegally flew the CIA operative to Miami, via Haiti. The US repeatedly thwarted Costa Rican efforts to extradite Hull back to Costa Rica to stand trial. Another Costa Rican-based drug ring involved a group of Cuban Amencans whom the CIA had hired as military trainers for the contras. Many had long been involved with the CIA and drug trafficking They used contra planes and a Costa Rican-based shrimp company, which laundered money for the CIA, to move cocaine to the U.S. Costa Rica was not the only route. Guatemala, whose military intelligence service - closely associated with the CIA - harbored many drug traffickers, according to the DEA, was another way station along the cocaine highway.

Additionally, the Medellin Cartel's Miami accountant, Ramon Milian Rodriguez, testified that he funneled nearly $10 million to Nicaraguan Contras through long-time CIA operative Felix Rodriguez, who was based at Ilopango Air Force Base in El Salvador. The contras provided both protection and infrastructure (planes, pilots, airstrips, warehouses, front companies and banks) to these ClA-linked drug networks. At least four transport companies under investigation for drug trafficking received USgovemment contracts to carry non-lethal supplies to the contras. Southern Air Transport, - formerly ClA-owned, and later under Pentagon contract, was involved in the drug running as well. Cocaine-laden planes flew to Florida, Texas, Louisiana and other locations, including several militarv bases Designated as ‘Contra Craft,’ these shipments were not to be inspected. When some authority wasn't clued in and made an arrest, powerful strings were pulled on behalf of dropping the case, acquittal, reduced sentence, or deportation.

1980s to early 1990s, AFGHANISTAN

ClA-supported Moujahedeen rebels engaged heavily in drug trafficking while fighting against the Soviet-supported govemment and its plans to reform the very backward Afghan society. The Agency's principal client was Gulbuddin Hekmatyar, one of the leading druglords and leading heroin refiner. CIA supplied trucks and mules, which had carried arms into Afghanistan, were used to transport opium to laboratories along the Afghan Pakistan border. The output provided up to one half of the heroin used annually in the United States and three-quarters of that used in Western Europe. US officials admitted in 1990 that they had failed to investigate or take action against the drug operation because of a desire not to offend their Pakistani and Afghan allies. In 1993, an official of the DEA called Afghanistan the new Colombia of the drug world.

MlD-1980s to early 1990s, HAITI

While working to keep key Haitian military and political leaders in power, the CIA turned a blind eye to their clients' drug trafficking. In 1986, the Agency added some more names to its payroll by creating a new Haitian organization, the National Intelligence Service (SIN). SIN was purportedly created to fight the cocaine trade, though SIN officers themselves engaged in the trafficking, a trade aided and abetted by some of the Haitian military and political leaders.

Serpents! Brood of vipers! How will you escape from the judgment of Gehenom?

Brood of vipers in a dry gulch just like Gehenom (Gehenna) outside of Jerusalem. That is what God and His Christ, the pre-existent eternal Word and Son of God, Jesus our Lord Incarnate of the Holy Spirit and the blessed virgin Mary, and St. John the Baptist, the forerunner of the Christ, said that apostates are. Apostates are a brood of vipers.

It was in the gulches ('wadi' in Arabic) that the infidels, including those who "called" themselves God's people but who definitely were NOT, sacrificed their children, including preborn infants, to Moloch. Moloch is Satan in animal goddess form.

Masons. An international fraternal organization which dates in its present form from the first quarter of the 18th century, and claims connection with similar organizations of pre-Christian times. They state their aim as “work for the welfare of mankind” and claim to “strive morally to ennoble themselves and others and thereby to bring about a universal league of mankind.”
Catholics are forbidden under pain of excommunication to belong to the Masons. In the beginning, the Masons were largely anticlerical and were guilty of secret and open plotting against the Church and against civil governments. Masonry is also objectionable to Catholics because it is a religion of pure naturalism. Masons have their own beliefs about God, human morality, and the human soul. Moreover, they have their own religious rites. Catholicism, the uniquely true religion founded by Christ, therefore, is irreconcilable with Masonry.

Nab-u-cho-don’o-sor. Second king of the Neo-Babylonian Empire (604-562). In 605, while Nabopolassar, his father, still ruled, Nabuchodonosor won the battle of Charchemish over the Egyptians who were trying to invade Babylon, thrust them back to Egypt, and seized all their dependencies in Palestine. Coming to Jerusalem, he subjugated King Joakim and made Juda a tributary nation of Babylon. Upon the death of his father in 604, Nabuchodonosor returned to Babylon to secure the throne, taking with him the prophet Daniel and other young men of Juda who rose to high positions in the Babylonian court. When Jerusalem refuted to pay tribute three years later (c. 602), Nabuchodonosor sent roving tribes against the city (4 Kings 24:1-2). Later, in 597, the Babylonian king himself came to Jerusalem, deposed Joachim, the son of Joakim, taking him captive to Babylon, and appointed Sedecias as king. When this king rebelled nine years later, Nabuchodonosor besieged Jerusalem, destroyed the Temple, and led many of the citizens into captivity in 586 B.C. This was in accord with his policy of deporting captive peoples to Babylon, where he used their labor in building the great wall of Babylon, his own palace, temples for Marduk and Nebo. Later he warred against Tyre, Coelosyria, Moab and Ammon; around 567, he invaded Egypt. He died in 562. The Book of Daniel (l—4) recounts many incidents of his life in Babylon. Mo’loch. A Chanaanite deity, corresponding to the Ammonite Melchom. Human sacrifices, especially children, were offered to it. Under pain of death, Israel was forbidden to make such sacrifices (Lev. 18:21), but did so in spite of the command (3 Kings 11:5; 2 Paral. 28:3; 33:6). Solomon built a temple for Moloch (3 Kings 11:7), and because of this, God said He would rend the kingdom out of the hands of Solomon’s posterity (3 Kings 11:31). [Solomon and his temple of Moloch are types of the Antichrist to come and the Antichrist's rebuilt temple in Jerusalem. The Diabolic Idols Moloch and Remphan were brought out of Egypt by the rebellious Israelites and through the Exodus and forty years in the desert to Palestine. St. Stephen in his discourse condemned Remphan and Moloch and the Israelite idolatry thereof. For this he was stoned to death by Saul's accomplices. St. Stephen's condemnation of Israelite idolatry of Moloch and Remphan (Rempham) and his recounting of the prophecy of God's punishment of the Israelite apostasy by the Babylonian captivity - Acts 7:41 And they made a calf in those days, and offered sacrifices to the idol, and rejoiced in the works of their own hands. 42 And God turned, and gave them up to serve the host of heaven, as it is written in the books of the prophets: Did you offer victims and sacrifices to me for forty years, in the desert, O house of Israel? 43 And you took unto you the tabernacle of Moloch, and the star of your god Rempham, figures which you made to adore them. And I will carry you away beyond Babylon. Moloch sacrifice was performed in the Kiddron Valley - Gehenom - just outside the east gate of Jerusalem and is the false sacrifice in connection with the abomination of desolation in the temple in the book of Daniel 11 (originally Zeus Capitolinus); this is referred to by Christ in Matthew 24:15 and is the destruction of the legitimate sacrifice in Daniel 12 and will be performed to Satan in the rebuilt temple of the Antichrist in the future as it was in the Vatican on June 29, 1963.]

Masso’ra. The complete work of the Massoretes on the Hebrew Bible, from about 500-900 A.D. They were Jewish scholars who collected and arranged the editorial work on the Hebrew Bible which had been done by their predecessors. They also placed a system of vowel signs in and around the Hebrew consonants, which until then had been written without vowels. This work facilitated the reading of Hebrew. The Hebrew text was henceforth called the Massoretic text. [This work and what it extended from, begun by the first century A.D. Anti-Christian Rabbinic academies in Palestine is virulently Anti-Christian in its intent and especially in its mistranslations. Unchanged Septuagint version is absolutely preferable to this every and at all times.]

VER. 24. The scribes who charged that our Lord’s supernatural works were to be attributed to the devil were from Jerusalem, according to Mark 3:22.
VER. 28, The kingdom of God has come. The victory of Jesus over the demons indicated that He was the Messias. The king was already gathering His people.
VER. 32. The sin against the Holy Spirit is to ascribe to the devil the works of the Holy Spirit. One who thus attacks directly this source of all grace, rejects the source of salvation. It is morally impossible that he should ever meet the conditions for absolution.
VER. 36. An idle word is one which profits neither the speaker nor the hearer. If the word is merely useless, its utterance is not seriously wrong. But every deliberate human act has a moral value and will be rewarded or punished.

Temple. The center of the official worship of God for the Hebrews. It is important to remember that the Temple in Jerusalem was regarded primarily as God’s house, His dwelling place on earth, and only secondarily as a place of worship or assembly. The Temple in the Bible always refers to one of a succession of three structures erected on the same spot, Mount Moria, in the eastern part of Jerusalem. The site is now partially occupied by the so-called Mosque of Omar. Traditionally, Mount Moria was regarded as the place where Abraham went to sacrifice his son Isaac (Gen. 22).

Because of some references to a “temple” in Silo in the days of the Judges, presided over by the priest Heli (1 Kings 1:9; 3:3), it has been supposed that there was an actual permanent temple there before the building of the Temple by Solomon. But this is not certain. The “temple” at Silo may have been nothing more than the Tabernacle set up in some semi-permanent form. (See Tabernacle.)

What is certain is that the Bible makes mention of four Temples, one of them ideal or imaginary. The first of these is Solomon’s Temple, completed in about 968 B.C. Solomon’s father, David, did not actually begin construction, but he amassed great quantities of materials of all sorts for the building (1 Paral. 22:14-16; etc.). In the actual construction, which began in the fourth year of his reign, Solomon was greatly assisted by his father’s old friend and ally, Hiram, king of Tyre (3 Kings 5).

The Temple proper was identical in arrangement with the Tabernacle which it supplanted, but on a larger scale, the inside dimensions being exactly twice those of the Tabernacle (30 x 90 feet). Like the Tabernacle, the Temple proper was divided into two chambers, the inner chamber, the Holy of Holies, being a perfect cube 30 feet in each dimension. In the Holy of Holies was placed the Ark of the Covenant, over which were set two mammoth cherubim, 15 feet high, with outstretched wings that touched each other in the center of the room and the side walls on the left and right. These cherubim were made of olive wood overlaid with pure gold. In the outer larger chamber, separated from the Holy of Holies by a partition of cedar wood with a door of olive wood in the center, were furnishings like those of the Holy Place of the Tabernacle, but on a grander scale. There was but one altar of incense, made of cedar wood overlaid with gold, but there were ten tables for the loaves of proposition and ten golden candlesticks, or lampstands (2 Paral. 4:7-8, 19; etc.). This Temple proper was really only the inner core of the building, about 75 x 150 feet in size.

Around three sides was a series of smaller chambers used for storage of various articles connected with the Temple service and for other purposes (3 Kings 6:5 ff.). On the western end of the building was a porch 15 feet deep (3 Kings 6:3). The whole building was built of the finest materials available, such as marble, cedar wood, olive wood, cypress, and richly embroidered fabrics of the finest texture. Finally, gold was used for ornamentation in an extremely lavish manner, so that there can be little doubt that Solomon’s Temple was one of the most impressive buildings ever built. The Temple House (the Holy of Holies and the Holy Place) was set in a court and was reserved for the priests alone. In the court were the altar of holocausts and the great molten sea, together with ten layers or basins of brass for cleansing the sacrificial victims and other purifications (3 Kings 7:27-39). The Temple of Solomon stood and served as the center of the worship of God in Israel for almost 400 years, until, in 586 B.C., it was destroyed by Nabuchodonosor when he captured Jerusalem (4 Kings 25:9).

After the return of the Israelites from exile in 536 B.C., the first thought was to rebuild the Temple. The rebuilding was authorized by the Persian king, Cyrus, but construction was not actually begun until about 520 B.C. This is called the second Temple, or the Temple of Zorobabel. It was apparently built on the same site as the former Temple of Solomon, but was a less impressive structure. In this second Temple the Holy of Holies was left empty, because at the destruction of Jerusalem in 586 B.C. the Ark of the Covenant had been lost. In the Holy Place was the usual arrangement of furniture, but there was only one candlestick and one table for the loaves of proposition. This Temple remained until it was sacked by Antiochus IV (175- 174) in the year 168 B.C.

Three years later the city was retaken by Judas Machabeus and the Temple was repaired and rededicated (1 Esd. 3:1-6; 4:4; 2 Esd. 6:10; 1 Mach. 1:22-24; 4:36-59).

The Temple was thoroughly rebuilt on a magnificent scale beginning about the year 19 B.C. So thoroughgoing was the rebuilding that it was practically a new Temple, and it is therefore called the Temple of Herod the Great. In the time of Our Lord it was said to have been in process of construction 46 years (John 2:20). Work actually continued until a few years before the destruction of Jerusalem by the Romans in 70 A.D., but it was carried on in such a way that it was not necessary to interrupt the Temple services during the building operations. All the references to the Temple in the New Testament are to Herod’s Temple. It was the scene of many important events in the life of Christ, beginning with His Presentation in the Temple (Luke 2:22-38), when the prophecy of Malachias (Mal. 3:1) was fulfilled: “the angel of the testament, whom you desire, shall come to his temple.”

Finally, in the Bible, we have the Temple of the vision of the prophet Ezechiel. The ideal Temple of Ezechiel, interpreted as a type of the Church, is described in great detail (Ezech. 40—43), and, although it was never actually built according to the prophet’s description, it exercised much influence on the Temple of Zorobabel and that of Herod. For instance, it is in Ezechiel that we find mentioned for the first time the idea of the various courts outside the Temple House itself being served for special classes of people, e.g., for the priests, the levites, the men, the women. In Solomon’s Temple the Courts were open to all.

From the basic notion, mentioned above, that the Temple was primarily regarded as God’s house on earth, it is easy to understand the frequent metaphorical use of the word temple in the New Testament, such as when Saint Paul says that our bodies are temples of the Holy Spirit (1 Cor. 6:19).

Testament. Primarily a disposition of property by will. In most of the places where the word occurs in the Bible, however, it is practically equivalent to covenant; but in the Epistle to the Hebrews the basic legal meaning of the Greek word diatheke (a last will), of which it is the translation, is insisted on, to bring out the idea that the “New Testament” is put into execution, as it were, at the death of Christ, just as a will or testament in the ordinary sense does not go into effect until the testator has died (Heb. 7:22; 9:15 if.; etc.). See Covenant. The word testament is in common use, moreover, to designate the “Old” and “New” Testaments in the Bible, as well as the two stages of providential accomplishment of salvation which they record.
