St. Vincent teaches that the Church is a “careful and watchful guardian” of the apostolic deposit, never changing anything in it, but only developing whatever has been left undeveloped, or polishing it further if it has already been developed. This developing of doctrine is what the Councils do as they respond to heresies and resolve doctrinal disputes, and this activity involves putting into writing for the sake of posterity what had been passed down from those of ancient times only by tradition.
